New Electronic Utility Billing Service

We implemented a new electronic bill service which will offer more customized payment options than you have today.

As a current registered e-bill customer, please note:

  • Password Change Is Required
    The City of Rock Hill is committed to keeping your confidential data secure and are unable to transfer your current password and encrypted payment information from our prior vendor. You will need to set up a new password in order to access all of the features in the customer portal.
  • No Need to Re-Register for Paperless Bills

You do not need to re-register to receive paperless bills.

  • Email Stating New Invoice Available
    As soon as the system is live, you may receive an email from us stating you have a new invoice available. Depending on when you received your last bill, this may be an invoice you have previously received. Please note the date of the actual invoice and respond only if the bill is one you have not already paid.

If you are a PayPal Customer:

  • PayPal is not supported on the new system.
    Unfortunately, Invoice Cloud does not support PayPal at this time. We invite PayPal customers you to take advantage of the new AutoPay feature and store your payment information using MasterCard, Visa, Discover or American Express. Please note that any PayPal automated payments scheduled for March 15, 2017 or later may not process. To prevent late fees or other penalties, we encourage PayPal customers to pay via phone using our secure IVR system at 803-329-5500 or sign up for AutoPay.

We apologize for any inconvenience this may cause, but protecting your confidential information is a priority. Beginning March 16, 2017, you will be able to access the new portal at www.cityofrockhill.com by clicking the “Pay My Bill” button on the main page. No one will have access to your financial information as all credit card numbers are truncated. As a security precaution, we don’t even show your full financial information back to you.

About Invoice Cloud

Invoice Cloud is a web-based, electronic invoice presentment and payment company that we have partnered with to provide faster, more convenient billing services to our customers. We chose Invoice Cloud because it is easy to use, and the security is the strongest available. All the data collected is double encrypted and stored on secure servers. The data is not sold or released for any purpose other than to complete transactions.

This new service is part of a new customer service portal which will eventually become a one-stop shop for all of your utility needs. Online service requests, bill payment, electric and water consumption information, and more will be available through this new portal. We will have much more information about the portal in days to come.
