Public Notice: City of Rock Hill 2017-2018 Community Development Block Grant Funds
CITY OF ROCK HILL
2017-2018 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
On or about July 1, 2017, the City of Rock Hill will receive an allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) for the 2017-2018 CDBG Program. The estimated annual allocation amount is $460,000. Any increase or decrease in funding to match the actual allocation will be applied to Catawba Terrace Neighborhood Improvements. In addition to these funds, the City will reallocate $29,995 in prior year funds to Catawba Terrace Neighborhood Improvements. The City has advertised this annual entitlement, at which time several key City initiatives were identified as priority community development needs.
The City has developed a proposed program in keeping with the following priority needs as identified in the City’s 2015-2020 Consolidated Plan: (1) Improve the quality and quantity of affordable housing; and (2) Provide a suitable living environment through Neighborhood Revitalization. The proposed use of funds has been developed in accordance with regulations published by HUD regarding use of 2017-2018 Community Development Block Grant funds.
The following are the proposed activities and estimated funding amounts for the 2017-2018 Community Development Program:
Rock Hill Parks, Recreation & Tourism – SPARKS = $15,000
Funds will support the year-round SPARKS program that focuses on education and recreational extracurricular activities for disadvantaged and handicapped youth.
City of Rock Hill - Saluda Street Improvements = $179,235
Funds will repay a previous HUD Section 108 loan.
Housing Development Corporation of Rock Hill – First Time Homebuyers Program = $25,000
Funds will provide down payment and closing cost assistance through the Corporation’s First Time Homebuyers Program.
Housing Development Corporation of Rock Hill – Owner Occupied Rehabilitation = $100,000
Funds will support the Corporation’s single-family, owner occupied rehabilitation program.
City Management – Administration = $10,000
Funds will cover administrative activities associated with the CDBG program.
Public Works – Infrastructure Improvements = $150,760
Funds will be used for infrastructure improvements in the Catawba Terrace Neighborhood.
Catawba Area Coalition for the Homeless – 10 Year Plan to Respond to Homelessness = $10,000
Funds will support the Coalition’s implementation of the 10 Year Plan to Respond to Homelessness.
The City does not anticipate the displacement of any person as a result of CDBG-funded activities. The City has developed a plan that will mitigate any adverse effects and provide appropriate compensation should displacement occur. The plan is available by request from the City of Rock Hill City Manager’s Office.
Projects using CDBG funds give maximum feasible priority to activities that benefit low and moderate-income persons and/or aid in the prevention and elimination of slum and blight.
A copy of the revised Proposed Statement is available for review at the City Manager’s Office at 155 Johnston St. A public hearing to answer questions regarding these projects will be held on June 1, 2017 at 4:30 pm in Room 201 on the 2nd floor of City Hall.
