The Infrastructure Division of Planning and Development is here to assist developers and engineers with the design and civil construction phase of their projects, whether it be a new office building, upgrades to existing buildings, or planning a new subdivision.

Rock Hill, as with many other communities, is experiencing rapid growth and our job is to see that all new development bridges the gap between our existing systems and future increasing demands.

We invite all new developers to work with us to help achieve our longstanding goals:

  • Protecting the natural environment by preserving water quality and tree canopy and minimizing impervious cover.
  • Ensuring that the availability of existing public infrastructure is considered when making development decisions.
  • Assisting in the creation of well-designed, well-maintained communities that are interconnected and served by public infrastructure, facilities, and services.
  • Expansion with little impact to our existing quality of life.
