Zoning regulations are the primary mechanism to help create a quality community for everyone, which helps protect the property values of individual owners as well. When you're starting a project, the first step is often a zoning hearing or related plan aproval process that often must be heard by one of the City's boards or commissions.
The following approvals generally require a longer review period, especially if a public hearing is required. Many of these require a pre-application conference with staff. Zoning Ordinance
The City of Rock Hill's Zoning Ordinance and Development Regulations were adopted in December 2005 and became effective March 1, 2006. The Ordinance was a major undertaking to update, clarify and strengthen most aspects of the City's development regulations.

Understanding Rock Hill's Zoning Districts
The City has 29 different zoning districts, including residential and business zoning districts, several planned development districts, and special purpose overlay districts. The districts are listed below and additional information is available for each category of district.
