This is a very exciting time for the Rock Hill community as we come together to develop a new Comprehensive Plan that will guide policy decisions to ensure a more sustainable future.
 

Since the current Plan was developed nearly 10 years ago, Rock Hill has become a very different City. Community conditions and objectives have evolved and it is necessary to re-examine the direction of the planning program. As such, a new Comprehensive Plan will be adopted by the fall of 2010. We encourage you to get involved in shaping the future of Rock Hill!

 

 

July 13, 2010 Community Open House 

Our final Open House event featured a presentation on the public involvement process and outlined the Plan Summary and Vision.  Participants were encouraged to visit the various station set up around the room to learn more about the proposed Core Values and Priority Policy Directions.  Draft Plan documents were also available for review.  Comment forms were provided to gather feedback.

Public Review Draft

The City of Rock Hill is pleased to present the following Public Review Draft of the 2020 Comprehensive Plan for community review and comment. The following Public Review Draft includes the Plan Summary and nine required Elements.  Each draft Element provides an inventory of the existing conditions, needs, and recommendations.

Copies of the Public Review Draft of the 2020 Comprehensive Plan are also available for review at the York County Main Library, Rock Hill community centers, and in the Planning & Development Department office at City Hall.

Public Participation Opportunities

Public participation is an essential component of the City's 2020 Comprehensive Plan update so there will be many opportunities for citizens and stakeholders to share their ideas. In addition to the required public hearings, several community meetings will be held throughout the planning process. 

 

 

  

 

 

Steering Committee

On March 9, 2009, a 25-member citizen-led Steering Committee was appointed by City Council to oversee the Comprehensive Plan Update process over the two-year timeframe. Members represent a cross-section of community leaders and representatives of major organization in the area. Their primary role is to serve as "Ambassadors" of the community and as a sounding board for citizen input.

Focus Groups

Several Focus Groups have been assembled throughout the planning process to assist staff in reviewing and providing input to various Elements of the 2020 Comprehensive Plan. Each Focus Group consists of 10-15 people who have technical expertise and practical knowledge of the subject matter.

 Primary Focus Group Responsibilities are to:
  • Assist staff with their technical expertise;
  • Provide input on existing conditions
  • Provide input on Needs Assessments;
  • Assist in developing recommendations and implementation strategies for the relevant Element; and
  • Report findings and recommendations to the Steering Committee
