The Planning Division coordinates transportation planning for the City and the MPO - Rock Hill - Fort Mill Area Transportation Study (RFATS).

Administration of planning efforts as a state-designated MPO (Metropolitan Planning Organization) through the transportation organization known as RFATS. Primary responsibilities include the development of the Transportation Improvement Program (TIP) - a five year listing of funded transportation improvements, and the development and maintenance of the 2035 Long Range Transportation Plan (LRTP).
Consultation with other agencies regarding regional transportation services and planning initiatives including; express bus service to Charlotte, study of transit options to connect to the planned South Corridor light rail line in Charlotte, air quality planning, and the development of analysis tools such as the Metrolina Regional Travel Demand Model to assess transportation needs.
Resolution of local traffic issues by serving as a key member and contributor to the City's Traffic Commission.
