Councilmember Kathy Pender is serving her second term as Councilmember for Ward 2 on the Rock Hill City Council. Councilmember Pender is a member of the Rock Hill-Fort Mill Area Transportation Policy Committee, on the Board of Catawba Council of Governments, and is Chair of the Rock Hill Housing Development Corporation (HDC).

Councilmember Pender was born in Atlanta, Georgia and is a graduate of Georgia State University with a Bachelor of Arts Degree (Journalism).  She is active at First Presbyterian Church, where she has been an elder and Sunday School teacher, and currently sings in the choir.

Councilmember Pender is a homemaker, community volunteer and resident of the Rock Hill area for 28 years. Prior to running for council she served for 13 years on the Rock Hill District 3 School Board and acted as its chairperson for six years.
