The City offers three separate rehabilitation programs: Owner-Occupied Major Rehabilitation, Emergency Repair, and those through partnering agencies. Funding assistance is provided to repair single-family, owner-occupied homes with eligible housing deficiencies. Eligible housing deficiencies include the following:

• Electrical system hazards
• Plumbing hazards
• Structural system failures (porches, steps and roofs)
• Mitigation of environmental hazards
• Repairs to prevent displacements of eligible households

Eligibility Requirements
|
• Homes must be single-family, owner-occupied. (Deed must be in owner/occupant name).
• Home must be located inside the City Limits and have eligible deficiencies.
• The total household income must not exceed the income limits established by HUD - see table below.
• Vacant and/or rental properties are NOT eligible.
• Repairs to prevent displacements of eligible households
VACANT AND/OR RENTAL PROPERTIES ARE NOT ELIGIBLE.

Owner-Occupied Major Rehabilitation Program
This program provides funds to correct Housing Quality Standards (HQS) violations/repairs to single-family, owner-occupied homes. Anything that poses a threat to the health or safety of the occupant must be repaired. This includes, but is not limited to, such things as electrical, plumbing and structural hazards.
The maximum amount of funds available is $20,000 or $20 per square foot. Applicants are required to sign a ten-year deferred, forgivable loan or second mortgage. Applicant’s total income cannot exceed 80% of the area median income.
Under certain programs of the same type, clients may not exceed 50% of the median income and must sign a 20 year Restrictive Covenants Form.
Emergency Repair Program
This program addresses single-family, owner-occupied homes that have been declared to have an urgent and imminent threat to the safety or health of the occupant(s). Examples include, but are not limited to, fire or flood damage or determinations from state agencies (DHEC, DSS) outlining specific health or safety hazards not covered by insurance that if not immediately repaired, would cause further irreparable damage.
There are two different funding programs available for emergency rehabilitation assistance:

1. The maximum amount of funds available is $7,500. Applicants are required to sign a five-year deferred, forgivable loan.
2. The maximum amount of grant funds available is $6,500. Owner is required to sign a Funding Agreement Form.
