In November 2010, the City of Rock Hill adopted the Vision 2020 Comprehensive Plan following an extensive 30-month public planning process. The Plan serves as a guide to community decision making regarding growth and development, public facility investments, regulation of land uses, and economic development initiatives. Its intent is to ensure that in the future, Rock Hill develops and grows in ways that enhance the community's economic vitality and overall quality of life for residents, stakeholders, and visitors.

The Vision 2020 Comprehensive Plan is divided into nine elements. Each element includes an evaluation of the current conditions and trends, defines community needs, and establishes an action plan with timeframes for anticipated completion over the next ten years. Comprehensive in nature, the Plan addresses numerous facets and ambitions of the community, including redevelopment and revitalization of Old Town and surrounding neighborhoods; redevelopment of key corridors; improved transportation mobility and connections; growing our local economy; and the protection of natural resources and environmental assets. The recommendations seek to ensure orderly growth, more effective management of resources, and improved provision of services.

Vision 2020 Summary
The Vision 2020 Plan Summary provides an overview of the key theme areas and ideas that emerged from the Vision 2020 Comprehensive Plan process. It includes a summary of the Plan’s purpose, the City’s planning history, conditions and trends that help shape the Plan, our collective community vision, and key policy directions and actions to implement the vision.

The community vision for Rock Hill is founded in principles that strive to reduce sprawled growth patterns, enhance our neighborhoods, and provide a better connected transportation system. The 2020 Vision is captured in three Core Community Values:

These principles can only be realized through implementation of focused actions and policies. Seven Priority Policy Directions have been developed to provide general direction for Plan implementation.

Vision 2020 Implementation
The recommendations within the Plan are organized into ongoing, short-, and long-term timeframes for completion and assigned to various City departments for implementation through annual departmental work plans, the Citywide Strategic Plan, and in other plans as appropriate.
Major initiatives will be incorporated into a general work program that will be shared with the Planning Commission and City Council each year and evaluated for consistency with the City’s Strategic Goals. The work program will be monitored and annual update reports will be shared with elected officials and the general public.

Vision 2020 Maps

The Vision 2020 Land Use Map provides a general framework for the future land uses envisioned within the Rock Hill Planning Area over the next twenty years and beyond. This map is not intended to be parcel specific. Please review the 2020 Vision Land Use Plan for additional information about the planning principles and vision for the character areas.

The Priority Investment Zone Map identifies preliminary short-term and long-term priorities for redevelopment and public investment in the Rock Hill Planning Area as described in the Priority Investment Element of the City's adopted Comprehensive Plan.
