Public Notice Community Development Block Grant Consolidated Plan and Annual Action Plan


The City of Rock Hill will receive an estimated annual allocation of $531,208 in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) for the 2020-2021 CDBG Program. The City has developed a proposed 2020-2024 Consolidated Plan, which includes the proposed 2020-2021 Annual Action Plan. The proposed use of funds has been developed in accordance with regulations published by HUD and gives maximum feasible priority to activities that benefit low- and moderate-income persons.

The following are the proposed activities and estimated funding amounts for the 2020-2021 Community Development Block Grant Program.

Parks, Recreation & Tourism – SPARKS = $15,000
Funds will support recreational and educational services for disadvantaged and handicapped children, youth, and adults.

City of Rock Hill - Saluda Street Improvements = $176,361

Funds will repay previous HUD Section 108 loan.

Housing Development Corporation of Rock Hill – First Time Homebuyer Program = $30,000

Funds will provide down payment and closing cost assistance for first time homebuyers.

Housing Development Corporation of Rock Hill – Owner Occupied Rehabilitation = $100,000
Funds will support the rehabilitation of privately owned, single-unit homes.

Planning and Development - Residential Historic Preservation = $10,000
Funds will support the rehabilitation of privately owned, historic, single-unit homes.

City Management – Administration = $10,000
Funds will provide for the administration of the CDBG program.

Catawba Area Coalition for the Homeless – Homelessness = $15,000
Funds will support the community’s response to homelessness.

Housing Development Corporation of Rock Hill - Acquisition Rehab = $50,000
Funds will support the acquisition of property to be rehabilitated for affordable housing.

Housing and Neighborhood Services – Brownfields Assessments = $75,000
Funds will support environmental assessments of properties targeted for future housing development.

Housing Development Corporation - Osceola Expansion Infrastructure Development = $34,847
Funds will support infrastructure development for affordable housing in the Catawba Terrace Neighborhood.

Rock Hill Economic Development Corporation – Talent Pipeline = $15,000
Funds will support internship opportunities and jobs skill training for local students.

Total: $531,208

In addition, the City of Rock Hill has completed an update to the City’s Analysis of Impediments to Fair Housing. A copy of this plan as well as the proposed 2020-2024 Consolidated Plan, which includes the 2020-2021 Annual Action Plan, will be available for review on the City’s website at In order to solicit comments from community residents regarding the proposed plans, a 30-day public comment period will begin March 26, 2020 and end April 24, 2020.
