Conduct Business Remotely; Open for In-person Utility Payments; Other Business by Appt Only

We thank you for your patience and support as we’ve worked to serve customers remotely and by appointment the last few months. In accordance with recommendations from the CDC and SC DHEC, we’ve added protective barriers, limited publicly accessible spaces, marked spaces to maintain 6 feet of separation, established one entry and exit point, and encourage the use of face coverings.  

To protect the health and safety of employees and customers and prevent the spread of COVID-19, we encourage customers to continue doing business remotely or to use the drive through when possible.  Visit cityofrockhill.com, chat at cityofrockhill.com/customerservice, or call 803-325-2500. The payment drive through is available Monday-Friday, 8 AM-6 PM, and payments can be made any time using the drop box adjacent to the drive through. Call Account Management at 803-329-8729 to discuss utility payment arrangements.

City Hall is open for in-person utility payments with protective measures in place. All other services remain by appointment only. Follow signs to enter City Hall through the rotunda doors on the Hampton Street side only. Customers are asked to check in with staff at the desk for assistance and observe floor markers showing proper spacing. Exit only through the west wing doors near the payment counter.

Payment Arrangements and Disconnections

We understand that COVID-19 has financially impacted many customers. If you are experiencing difficulty and are not able to pay your utility bill, please contact us. At this time we are waiving all late fees for customers who make a payment arrangement. We can also help direct you to possible agency assistance, including the Rock Hill Unite program that offers utility assistance for residents and small businesses. Visit www.cityofrockhill.com/unite for details and to apply. The Governor’s request to suspend disconnections has been lifted, and we have resumed utility disconnections.
