Cynthia (Cindi) Howard, is the General Services Director for the City of Rock Hill, South Carolina and oversees the divisions of Project Management Team, Purchasing, Fleet Maintenance, Warehousing and Distribution, Facility Maintenance, Cemetery Services, Custodial Services, Parking Division, Hometown Security and Special Events Permitting and Support, AMI Metering and Technical Operations, Key Accounts, and Utility Billing.  Cindi joined Rock Hill in 2015 and previously served as the Human Resources Director in Conway, SC from 2013 – 2015 and Assistant to City Administrator/Risk Manager in Georgetown, SC from 1999 - 2013.  Prior to her local government experience, Cindi was self-employed at Howard Services, a Property Management/Hospitality Services line of business from 1976 – 1999.

Cindi attended and studied Business Administration at Lamar University and Coastal Carolina University.  She holds numerous Emergency Management Institute and Insurance Institute certifications and designations.  She has numerous affiliations, board memberships (including VP and President status) and awards over the years including, but not limited to and from:  SC Municipal Insurance Trust, SC Public Risk Manager’s Association, Public Risk Manager’s Association, SC Municipal Local Government Assurance Group,  Georgetown County Chamber of Commerce, Horry County Chamber of Commerce, SC Human Resource Management Association, Society for Human Resources Management, American Public Works Association, SC Municipal Insurance Risk Fund, SC Utility Business Association, SC Association of Municipal Power Systems, International Parking and Mobility Institute, and National Trust for Historic Preservation.  She is also a graduate of a number of leadership programs, including the York County Chamber of Commerce Leadership Program. 

Cindi also serves as a mentor at York County Chamber of Commerce with their Women’s Mentoring program designed to connect emerging female leaders with established businesswomen.
