Term of Office:
Typically 3 years, but up to the discretion of City Council.
The Construction Board of Appeals was created by City Council on January 28, 2013. The Board is a consolidation of four previous boards: the Construction Board of Adjustment and Appeals, the Electric Advisory Board, the Gas and Mechanical Board, and the Plumbing and Cross-Connection Advisory Board. The Construction Board of Appeals sets standards for the practice of construction trades to include fire, electrical, gas, plumbing, building, mechanical, trades, and to hear appeals that involve the aforementioned.
Seven (7) members appointed by City Council. The membership shall be comprised of the following individuals: building contractor or architect, electrical contractor or electrical engineer, mechanical contractor or mechanical engineer, gas contractor, plumbing contractor, fire service individual, structural engineer/architect. Members shall have a minimum of five years of experience in their given field of expertise. The building official shall serve as ex-officio member. The Board shall consist of volunteer members who reside within the City of Rock Hill city limits or whose business is located within the City of Rock Hill city limits.
- Set standards for those wishing to practice in the field of construction trades for the City of Rock Hill.
- Hear grievances and appeals regarding the application of the International Building code, International Residential Code, International Mechanical Code, International Plumbing Code, International Fuel and Gas Code, International Fire Code, and National Electrical Code.
- Provide educational opportunities for contractors.
The Board meets as called. Meetings usually last approximately one hour and are held at a time and place determined by the Chairperson. Annual meeting shall commence on the second Tuesday in the month of February.
