The Consolidated Plan for the CDBG Program is a five-year plan designed to help cities evaluate their affordable housing and community development needs in order to make data-driven investment decisions. The Consolidated Plan is carried out through Annual Action Plans. These plans provide a summary of the actions, activities, and resources that will be used each year to address the priority needs and specific goals identified in the Consolidated Plan. Accomplishments and progress toward Consolidated Plan goals are reported in the Consolidated Annual Performance and Evaluation Report (CAPER).

Citizen ParticipationCitizen Participation is a key factor in the success of the CDBG Program. HUD requires recipients of CDBG funds to develop a Citizen Participation Plan that encourages citizen participation and emphasizes participation by low- and moderate-income persons, particularly residents of predominately low- and moderate-income neighborhoods, slum or blighted areas, and areas in which the City of Rock Hill proposes to use CDBG funds.
