A Rock Hill business license is required to do business in Rock Hill, as well as proof of business insurance.

Limited term event licenses are available for photographers whose offices are physically located outside the Rock Hill city limits.

New Business License Application

Doing business in Rock Hill requires having a Rock Hill business license, along with providing us with proof of business liability insurance ($1,000,000 minimum).

If your filming/photography shoot requires substantial city services, road closures or a large number of participants, please complete the Film and Photography Shoot Registration Form (PDF) that requires approval from our Special Events Committee. • Photographers cannot block public entrances/egresses.
• Photographers cannot interfere with City staff during the performance of their work duties.
• Electrical outlets are not available.
• Park patrons may come into view of your shots.
• All parks have a “no solicitation” policy. Individuals and businesses cannot conduct marketing or solicitation activities while on park property.
• If shooting in one of our parks, please call 803-329-5620 to ensure no conflicts with major events, weddings or maintenance.
• For PRT indoor facilities, contact Laurie Helms at Laurie.Helms@cityofrockhill.com to request written approval and schedule your shoot.
• Some PRT facilities have unique circumstances requiring additional consideration (ex: Velodrome), and specific guidelines may be enforced.
• Paid photographers are required to wear the issued Lanyard ID while conducting business at City facilities which shows you are aware of our guidelines and agree to abide by them. Holders of limited term event licenses will not receive a lanyard but need to have a copy of their business license with them while shooting.
