The City receives many requests for photo shoots and video filming at public locations. In order to ensure fairness, we’ve established guidelines and a process for identifying professional photographers/videographers to our staff. We’re honored so many professional photographers/videographers view our public facilities as the ideal backdrop. Thank you for taking part in this process.
Non-Paid Shoots
The commercial photography permit is for professionals who are paid to take photos and/or video. If you are simply taking photos of family and friends without being paid, the commercial photography permit does not apply. We hope you enjoy your sessions and take some lovely photos, but please review our Public Location Photo Shoot Guidelines below.
Paid Shoots
If your photographer is being paid for sessions on City property, the following are required:
- Commercial Photography Permit Application (PDF)
- Commercial Photography Permit Application (Online Form)
- PRT Guidelines Form (PDF)
- PRT Guidelines Form (Online Form)
- City of Rock Hill Business License
- Proof of Liability Insurance

Once these documents are received, a Lanyard ID will be issued to you within three full business days, indicating the process is complete. You will be required to wear the Lanyard ID while conducting business on site at City facilities. Your Lanyard ID will be valid until the time your business license is due for renewal.
There is no fee to process the Commercial Photography Permit Application.
