Depending on the particulars of the development, not every project will use all these steps, but these are common to many projects.

Annexation and/or Rezoning

  • Annexation and rezoning if the property is not in the City limits
  • Rezoning if the property is located in the City limits but is not zoned to allow the proposed land use

Civil Construction

Plats and Surveys

  • Boundary survey to show property lines that are not intending to be subdivided nor recombined and other site features, such as utility lines
  • Minor subdivision or recombination plat for projects that are proposing to create or combine three or fewer lots and are not proposing to create or modify road right-of-way
  • Preliminary plat for projects that are proposing to create four or more lots or a new road, or to modify a road right-of-way
  • Final plats for subdivisions, which show how the site infrastructure was installed for the project and are publicly recorded prior to selling lots

Sketch and Site Plans

Transportation

  • Traffic Impact Analysis for developments expected to generate traffic at or above the listed thresholds
  • Encroachment requests to locate driveways, extend water/sewer lines, etc., within City, State or County rights-of-way

Water and/or Sewer Service

Inside City limits

A water line and/or sewer line must be located along the street in front of or beside your property.

  • For residential uses (new construction, dry wells, septic system failures, etc.), contact us at civilplans@cityofrockhill.com or 803-329-5515.
  • Non-residential uses go through the civil plan review process above

Outside City limits

Zoning Board of Appeals 

  • Zoning Board of Appeals requests, most commonly for:
    • special exception uses
    • variances from some zoning standards
    • reductions in the required separation between land uses
  • Administrative adjustments- the Zoning Ordinance allows staff to modify a few specific standards under particular circumstances
