When to use this process

Final plats are reviewed by staff to ensure that the public infrastructure for the development has been installed and permitted before issuing building permits for the project. 

Get ready

Before you begin

 Complete these activities:

  1. Install all utilities (water, sewer, stormwater) and finish the approval processes. 
    • Have them inspected and approved by the City.
    • Submit as-built plans of all public facilities separately into our permitting software for review.
    • Obtain Permits to Operate (Wastewater and Water) from the South Carolina Department of Environmental Services (DES) and upload copies to the as-built stage of your project in our plan review and permitting software
  2. Construct all streets and install all street signs (street names, warning signs, etc.). Call us at 803-329-5558 for information about the associated fees and to schedule the sign installation.
  3. Install all sidewalks along common areas. 

Required documents 

  1. Final plat showing the information on the checklist below
  2. Restrictive covenants for Homeowner's or Property Owner's Association if applicable with the information on the checklist below
  3. Affidavit (PDF) for newly constructed roads certifying there are no unpaid bills or claims and that all costs for constructing the road have been paid. 

Separately submit a performance bond request and/or required warranty bonds if applicable.

Required licenses

Business licenses are required for all design professionals before plan review comments will be issued.

Apply

  1. Apply Online using the button above.
    • Click on “New Applications"
    • Click on “Development Plan Review”
    • Click on “Site Plans and Subdivision Plats"
    • Click on "Final Plat" and follow the prompts from there
  2. At this time, we will email you an invoice for the development fees, which will be paid through our online portal. Beware of scammers trying to obtain false payment through wire transfer or other mechanisms. 
  3. City staff will review your plat and restrictive covenants and send comments back to the designated contact person on the application within approximately 10 business days.

Associated tasks

While the plat and restrictive covenants are being reviewed:

  1. Record the Stormwater Management Device Permanent Maintenance Agreement (PDF) at the York County Register of Deeds’ office in York. 
  2. Submit certified checks to the City for performance and/or warranty bonds, if applicable.
  3. Submit sewer basin fees (PDF) for residential subdivisions, if applicable.
  4. After you receive the SCDES Permit to Operate- Water, call us at 803-242-0415 to coordinate City staff to observe fire hydrant flow tests. Upload the results using the "Apply Online" button above.

After the final plat and restrictive covenants have been approved:

  1. Bring one paper copy of the final plat to the rotunda at City Hall. We will stamp and sign it. 
  2. Record the stamped final plat and the approved restrictive covenants at York County Register of Deeds office in York.
  3. Bring one copy of the recorded final plat to the rotunda at City Hall and upload a copy of the recorded covenants to the online portal. We must have the copies of both documents before we can issue building permits for the project.
