When to use this process

A Traffic Impact Analysis (TIA) is required for proposed developments outside the Downtown area in all of these situations:

  1. If the development is anticipated to generate more than 100 new peak hour directional trips.
  2. If the proposed project shares features such as site access, common ownership, or other infrastructure with nearby undeveloped property that is expected to develop in the future, and the cumulative impact of the entire development is expected to exceed the above threshold.
  3. If the proposed development is located in an area with localized safety, operational, or street capacity issues, including levels of service of existing roadways.

Before you begin

  1. Contact Chris Herrmann or Angela Sims to schedule a meeting to discuss the scope of the TIA. 
    • If the scope is likely to include any State or County roads, City staff will coordinate with South Carolina Department of Transportation and/or York County representatives.
    • The scope will include parameters for the analysis such as:
      • Traffic count times and locations
      • Historic growth rates
      • Distribution percentages
  2. Conduct traffic counts in all areas determined by the scope. This must be done on a school day (i.e., not during any school break period) during peak traffic hours.

Required licenses

Business licenses are required for all design professionals before plan review comments will be issued.

Many regulations of the Zoning Ordinance (PDF) and other local development regulations pertain to transportation infrastructure. While all apply, key street design sections are found in Chapter 6, notably 6.7 and Appendix 6-A. That chapter also contains the City's Road Corridor Protection Overlay District (PDF) standards.

  1. Apply Online using the button above.
    • Click on “New Applications"
    • Click on “Development Plan Review”
    • Click on “Traffic Impact Analysis" and follow the prompts from there
  2. At this time, we will email you an invoice for the development fees, which will be paid through our online portal. Beware of scammers trying to obtain false payment through wire transfer or other mechanisms.
  3. When you submit the TIA to the City, also send it to SCDOT and/or County representatives if determined to be required during the scoping meeting. We will provide their contact information.
  4. All applicable jurisdictions will review the TIA and provide comments to you. City staff will review TIAs within approximately 10 business days; this period will begin immediately after comments are received from SCDOT and/or County if one or both jurisdictions are involved.
  5. If the TIA must be revised, use the Plan Resubmittal Instructions (PDF) to resubmit to the City.
