Submit building plans along with any other required submittals to the Permit Application Center. The PAC will route your plans to other City departments for review and contact you by email when the review is complete. Plan review may take up to 10 business days. Electronic plan submission is required.  Plans can be submitted through the Online Services Website. Use the Plan Resubmittal Instructions when preparing revised plans for resubmittal.

For a detailed checklist of what to include on your building plans and what to submit for review, please see Interior Upfit Instructions (PDF).  Please note: All architects, contractors and subcontractors must have a City of Rock Hill business license before before a building permit can be issued.

Exterior changes to structures in the Historic District require special approval from the Rock Hill Board of Historic Review. Complete a Certificate of Appropriateness application for work to a structure in the Historic District.

Once the building plans are approved the contractor can apply for the building permit. Contractors will need to include a copy of the project contract/ job estimate with the building permit application.

Change Order or Revision to Approved Plan

Any modifications or changes to the approved plan will need to be submitted for plan review. Plans should be submitted electronically online. The revisions will go through a similar review process as the initial review. Please include a description of any changes that were made with the changes clouded on the drawings.
