Plans for new commercial construction, including plans to construct a new building or an addition to an existing building, are required to go through a development approval process that is coordinated by our Permit Application Center (PAC) located in the Planning & Development Department. Please note that new construction is required to meet architectural design standards as outlined in the Rock Hill Zoning Ordinance (PDF). A new commercial building or addition usually goes through the following steps before building plan review and the issuance of building permit:
- Annexation & Rezoning
- Site Plan Review
- Civil Construction Plan Review
- Landscape & Lighting Plan Review
Building Plan Review Process
Submit architectural construction plans along with any other required information to the Permit Application Center. The PAC will route your plans to other City departments for review and contact you by email when the review is complete. Plan review typically takes up to 10 business days. Electronic plan submission is required. Plans can be submitted through the Online Services website.

Civil construction plan review and architectural plan review can be done simultaneously, however, the civil construction plans must be submitted as a separate package. Civil Construction Plans and the Landscape and Lighting Plan are required to be approved before a building permit can be issued.
Additions and exterior repairs to structures in the Historic District require special approval from the Rock Hill Board of Historic Review. Complete a Certificate of Appropriateness application for work to a structure in the Historic District.
Please note that the architect of record, contractors and subcontractors must have a City of Rock Hill business license before the building permit can be issued.
Change Order or Revision to Approved Plan
Any modifications or changes to the approved plan will need to be submitted for plan review. Plans should be submitted electronically online. The revisions will go through a similar review process as the initial review. Please include a description of any changes that were made with the changes clouded on the drawings.
