The City's Zoning Ordinance contains architectural and site design standards. These standards apply to new construction within the City limits as well as property that is served by City water and/or sewer utilities but that is located outside of the City limits. The goal of these standards is to ensure the development of quality buildings and neighborhoods.

While the design standards are located throughout the Zoning Ordinance, the following sections will be particularly helpful to you: Chapter 6: Community Design Standards; Chapter 8: Development Standards; and Chapter 9: Site and Building Design Standards.

The following information explains the different design standards review process depending on the situation involved. All plans listed below should be sent to the City's Permit Application Center (PAC) through our online service portal at www.cityofrockhill.com/onlineservices or by email to permits@cityofrockhill.com.

Single-family Residential Projects

Inside the City Limits

  1. Preliminary Review (optional but highly recommended) 
    Submit a complete set of home models, or master plans, to the City for design standard review between preliminary plat and final plat approval. The purpose of this step is for developers to learn whether the homes that they intend to market will meet or can be adapted to meet the City's design standards.
  2. Building Plan Review
    When you submit your building plans for review, out staff will review them for compliance with the City's design standards in addition to ensuring compliance with building code standards. Please see our Residential Building Permits webpage for more information about what to include. 

Outside the City Limits

  1. City Council Consideration
    City Council must decide whether to approve the extension of water and/or sewer lines to serve new residential subdivisions and to serve more than three existing lots per the City's Utility Service Policy. In some cases, City Council also must decide whether to annex the property into the City. Part of this consideration process is whether the subdivision layout would meet the City's design standards.   2. Preliminary Review (optional but highly recommended)
    Submit a complete set of home models, or master plans, to the City for design standards review between preliminary plat and final plat approval. Include the front façade elevation and a floor plan for each model. The purpose of this step is for developers to learn whether the homes that they intend to market will meet or can be adapted to meet the City's design standards. 
  3.  Design Standards Review
    Submit a Residential Design Standards Review Application to the City for review. This review is required before you can pay the associated impact fees for the project. York County requires the developer to show an impact fee receipt from the City of Rock Hill before it will issue a building permit for the project.

All Other Types of Development (commercial, single-family attached, multi-family, etc.)

Inside the City Limits

  • Design standards review for these types of development projects within the City limits is done as part of the plan review process. See this fact sheet for more information about the process.

Outside the City Limits

  • City Council Consideration and Design Standards Review
    City Council must decide whether to approve the extension of water and/or sewer lines to serve the project as outlined in the City's Utility Service Policy. In some cases, City Council also must decide whether to annex the property into the City. 

    Submit the Utility Service Request Form, a site plan, and a building elevation drawing. City plan reviewers will verify that the new development meets design standards and will explain any other requirements to connect to City utility services. This review is required before you can pay the associated impact fees for the project. York County requires the developer to show an impact fee receipt from the City of Rock Hill before it will issue a building permit for the project.
