The City's Zoning Ordinance contains standards regulating the exterior design, materials. and location of similar homes on the same street. These standards apply to new construction within the City limits as well as property that is served by City utilities but located outside of the City limits. The goal of these standards is to ensure the development of quality buildings and neighborhoods. The following information will outline the design standard review process. Property outside City limits requesting City utilities may be subject to annexation.

Residential Single-family Properties

Subdivisions and Residential Development Inside the City Limits

  • Step 1 (Optional) - Preliminary Review
    Submit a complete set of home models, or master plans, to the City for design standard review between preliminary plat and final plat approval. The home model information should include the front facade elevation and a floor plan for each model. The purpose of this step is for developers to gain an assurance that the homes they intend to market will meet or can be adapted to meet the design standards. The plan reviewer will provide feedback regarding any shortcomings of the home models. While Step 1 is optional, it is highly recommended.
  • Step 2 - Building Permit Plan Review
    Submit your plans for building permit review. Please see Residential Building Permits for more information about what to include. In addition to ensuring compliance with building code standards, the reviewer will also review the home plan for compliance with the zoning design standards.

Subdivisions and Residential Development Outside the City Limits

  • Step 1 - City Council Approval
    Extension of water and/or sewer to serve new subdivisions or more than 3 existing lots must be approved by City Council.  Subdivision layout is also subject to City design review.  For more information, contact Eric Hawkins
  • Step 2 (Optional) - Preliminary Review

  • Step 3 - Design Standard Review
    Complete a Request for Design Standard Review Form and submit with the front facade elevation, floor plan and site plan. The reviewer will ensure the home meets the zoning design standards and provide feedback regarding any shortcomings. York County will still review the complete set of construction plans for building code compliance and your permit will be issued by York County. The design standard review must be completed before impact fees can be paid. Your impact fee receipt is required by York County to obtain your building permit.

Commercial Properties/ Single-Family Attached/ Multi-Family Properties

  • Step 1 - Complete the Utility Service Request Form and submit with a site plan and a building elevation drawing. The reviewers will verify that the new development meets design standard regulations and will explain any other requirements to connect to City utility services. City Council approval is required as outlined in the Utility Service Policy.
  • Step 2 - Review comments will be sent to you explaining the next steps to obtain City Council approval. If your property is inside the City limits, you will then follow our normal civil construction plan and building plan review processes. If your property is outside the City limits, you will obtain your building permits from York County.  You will need to pay any applicable water and sewer impact fees to the City before you can obtain your building permits from York County.
