Signs are required to meet the standards of Section 8.10 of Article 8: Development Standards of the Rock Hill Zoning Ordinance and require a Sign Permit. Please note, even though certain types of signs may be exempt from requiring a sign permit in the zoning ordinance, other permits may still be required such as an electrical permit for lighted signs. Please contact staff at 803-329-5590 with any sign questions. Note: Pylon or pole-mounted freestanding signs are prohibited.
You should also contact PUPS to request that any underground utilities are located before you start digging. Visit their website at www.sc811.com for more information. If any utility lines are found, there may be utility easements or rights-of-way present on your property. These should be shown on a survey of your property. You can also contact our office to verify if any rights-of-way are present.
Sign Permit Application
To apply for a sign permit, complete the Sign Permit application and submit it with the items listed on the checklist. An engineered sealed plan is required for signs over 12 ft. in height. If you are placing a sign in the Historic District, please see our handout on Signs in the Historic District.
All sign contractors are required to have a City of Rock Hill Business License before they can obtain a sign permit. All electrical contractors are required to have a South Carolina Electrical Contractors License and a City of Rock Hill Business License before they can be listed on a permit. Any electrical work performed is required to be done by a South Carolina licensed electrician. The electrician must be listed on the sign permit before the permit can be issued. Inspections are required for all signs. Please call (803) 329-5590 the day before to schedule an inspection. You will need to have your permit number ready when calling. You can also schedule inspections online at www.cityofrockhill.com/onlineservices. Frestanding signs require the following inspections: Footing - before concrete is poured, Temporary Power (if sign has electrical service), Final - after all work is complete to close out permit.
