2025 Comprehensive Plan Review

The Comprehensive Plan is an important guide that sets the long-term vision for the City. It includes an evaluation of trends and existing conditions, defines community core values, and provides recommendations to achieve those values. It is reviewed every 5 years and fully updated every 10 years.

The five-year review process began in September 2024, led by the steering committee, staff, and community representatives. This effort evaluated progress on existing goals and updated the Future Land Use Map. The revised Plan reflects these updates and the City’s ongoing implementation efforts.

South Anderson Road Corridor Study

South Anderson Road is one of the redevelopment areas called out in the City's Comprehensive Plan Update - Rock Hill 2030. Characterized by business and industrial parks, this corridor is an important commercial area which includes the campus of York Technical College. This study examines existing conditions and makes recommendations to support the future vitality of area.

Albright Road and Saluda Road Corridor Study

The Albright Road & Saluda Road Corridor Study looked at one of six redevelopment areas identified in the City’s Focus 2020 Comprehensive Plan. It is thought of by most residents as the City’s primary southern artery, connecting the southern side of the City with I-77. The plan recommends creating a multi-modal corridor that balances meeting the needs of nearby residents with supporting small businesses and entrepreneurs and preserving mobility for commuters.
