Annexation Documents and Instructions

The City provides water and/or sewer service to properties outside of the City limits at its discretion.  In exchange for water and/or sewer service, the property owner(s) must sign a Water and/or Sewer Service Agreement and a Notice of Future Annexation before utilities will be made available. 

The Water and/or Sewer Service Agreement is an agreement formalizing the City’s policy of extending water and/or sewer service to noncontiguous areas. By signing the agreement, the owner agrees to annex the property when it becomes contiguous to the City limits and the City decides it is the appropriate time to annex. 

The City also requires the property owner(s) to sign a Notice of Future Annexation stating that they understand the Water and/or Sewer Service Agreement and the cost/cost savings that may be realized upon annexation.

For local property owners the Water and/or Sewer Service Agreement and Notice of Future Annexation can be filled out at Customer Service (Room 260 of City Hall).  Please bring appropriate documentation with you (see Table 1). 

Non-local property owners may select the appropriate agreement in Table 1 based on the type of ownership, print the agreement, sign the agreement in front of two witnesses, have the agreement notarized, and mail it back to the address below.  Make sure to include proper documentation based on the type of ownership.  Please also print, sign, and mail back the Notice of Future Annexation.

Note:  Please review the appropriate example signature page for guidance on filling out the agreement correctly.  Agreements that are filled out incorrectly will be returned to the applicant and could result in a delay in turning on the utilities at the property.  Only original documents will be accepted.  For help filling out the agreement over-the-phone, please contact Alex Boyce.
