The Street Division is responsible for maintaining the transportation network including roads, curb, gutter, signage, markings and other transportation infrastructure owned by the City of Rock Hill. Street Ownership

Streets in Rock Hill may be the responsibility of the City, State or County, or they could be privately owned. In fact, sometimes one road may change ownership at various points along the way, making the process of reporting problems difficult. To find out the ownership of your street, look at our Street Ownership Map.

The City of Rock Hill owns and maintains approximately 200 miles of roads. Additionally, the South Carolina Department of Transportation (SCDOT) has approximately 225 miles of roads located within the Rock Hill City limits. These state owned roads are maintained by State personnel. While the City of Rock Hill does not perform maintenance to state owned roads, City staff will forward requests to the SCDOT for appropriate action. There are many areas in Rock Hill that lie just outside the City limits and therefore may be a county road. To report an issue with a county road or street, please call the York County Public Works Department at 803-628-3200.
