The City of Rock Hill Utilities offers incentive products and services to help our residential customers make the most of their budgets. These include SmartChoice rebates and loans, the Smart Switch load control device and security lights. In addition, we can provide our customers with valuable information about how to save on your utility billsurge protection and more.

The Customer Service/Utility Billing Department is located at City Hall.   Customer Service handles requests to turn-on and turn-off utility service for residential, commercial, and industrial customers and can also answers questions about  paying your bill and other account-related information. Contact the Customer Call Center at 803-325-2500 during normal operating hours (8:00 AM to 5:00 PM Monday through Friday) if you have further questions and would like to speak to a Customer Service Representative.
