Industries (Publicly Owned Treatment Works (POTW) collect and treat domestic, commercial and industrial wastewaters generated within the city limits and adjacent service areas. The City of Rock Hill owns and operates a POTW, Manchester Creek Wastewater Treatment Plant (MCWWTP). Treatment is provided at the MCWWTP in accordance with a National Pollutant Discharge Elimination System (NPDES) permit that is issued by the South Carolina Department of Health and Environmental Control (SCDHEC). The United States Government, through the US Environmental Protection Agency (EPA) has established regulations that require municipal permit holders that receive industrial wastewaters to develop industrial pretreatment programs.

SIU (Significant Industrial Users (SIUs), which are summarized into two groups: 1. Industrial users that are included in the industrial categories listed in the Code of Federal Regulations (the list is also included in the City’s permit application). These SIUs are Categorical Industrial Users; or 2. Industrial users that discharge an average of 25,000 gallons per day or more, or industrial users that contribute 5% or more of hydraulic or organic capacity of the City’s treatment system or industrial users that have reasonable potential for adversely affecting the City’s treatment system. If the industrial user is not a SIU, but the City determines, for the purpose of apportioning the costs of the wastewater treatment, that the discharge of the pollutants should be measured and regulated, an Industrial User Permit will be issued.)
