Anne Harty 2026Anne Harty is a Rock Hill native and lifelong public finance professional who was elected in June 2026 to fill the unexpired term for Rock Hill City Council Ward 2. She brings nearly four decades of experience in government finance, public service, and community leadership to her role.

Anne has served local governments for 34 years as a Government Finance Officer, in addition to five years in public accounting as a Certified Public Accountant. She earned her CPA designation in 1990 and became a Certified Government Finance Officer through GFOA‑SC in 1994. In 2009, she completed the Government Finance Officers Association’s Advanced Government Finance Institute at the University of Wisconsin–Madison. She is a graduate of Winthrop University, where she received her Bachelor of Science in Business Administration in 1987.

Anne currently serves as Vice President – Operational Consulting for First Tryon Advisors, supporting local governments across the region with specialized project needs. She is also an instructor in the GFOA‑SC Certification Program through the University of South Carolina’s continuing education division.

Before joining First Tryon, Anne retired from the City of Rock Hill in June 2025 after 20 years of service, including 15 years as Chief Financial Officer and five years as Customer Services Director. Prior to her tenure in Rock Hill, she served York County, South Carolina for 14 years as Treasurer and Finance Director.

Anne’s professional excellence has been recognized at the local, state, and national levels. Upon her retirement, the Rock Hill Mayor and City Council honored her with the “Key to the City.” She was named a Distinguished Graduate of the Winthrop University School of Business Administration in 2021, the Charlotte Business Journal’s “CFO of the Year” in the Non‑Profit/Government category in 2017, the American Institute of CPAs’ Outstanding CPA in Local Government in 2015, and the SC Association of CPAs Women to Watch Award recipient in 2012.

Deeply committed to community service, Anne currently serves as Vice‑Chair of the Westminster Towers Board of Directors, Finance Chair of the Westminster Presbyterian Church Capital Campaign Steering Committee, and a member of the church’s budget committee. Her past local service includes roles on The Life House Board of Directors, the York County Museum Board, and the Board of Historic Rock Hill.

Anne’s dedication to public service continues a proud family legacy: her father, grandfather, and great‑grandfather all served on the Rock Hill City Council.

She and her husband, Brian, are the parents of five grown children and the grandparents of six.
