Sarah Emerson Vining serves as the Ward 6 representative on Rock Hill City Council, where she is committed to responsible governance, economic vitality, and community-centered growth. A lifelong connection to Rock Hill informs her work, as she returned home to invest her professional experience and civic leadership in the city she proudly calls home.

Sarah is a graduate of Clemson University with a degree in Parks Recreation and Tourism Management with an emphasis in Recreational Therapy. She has experience working in the healthcare and construction industries. 

Sarah is currently a small business owner and the founder of The Hickory Post and the Rock Hill Artist Collective, organizations that support local entrepreneurs, artists, and community engagement. Through this work, she has gained practical insight into the needs of small businesses and the importance of fostering vibrant, inclusive public spaces. 

As a City Council member, Sarah prioritizes thoughtful development, affordability, and long-term planning that balances economic progress with the preservation of Rock Hill’s character and quality of life. She approaches public service with a focus on collaboration, transparency, and stewardship of the city’s resources. 

Sarah is dedicated to serving the residents of Rock Hill and to strengthening the city as a place where businesses, families, and future generations can thrive.
